capi: Added free flag to clear API.

Cpp implementaiton of library has free flag which was not used in
capi bindings.

@API changes
from: tvg_canvas_clear(Tvg_Canvas *canvas);
to: tvg_canvas_clear(Tvg_Canvas *canvas, bool free);
